This strip was inspired by the randomness of how Marcus and his friends were detained by the DHS. I suppose thinking back on it, anyone not in a shelter might be suspect... but really, the terrorists wouldn't risk being caught by exposing themselves so openly and would probably have either left the scene/not have been there or blend in the with the crowd (the people in the shelter). Of course the author is exaggerating how the US would react in such a scenario, so I guess everything is happening by design.
