Ed and Roy are brothers. Roy is the older of the two. They live in the same apartment.
[Opening]
Ed: (Narrator Voice) We were brothers, we could do anything together... and yet we were so different... [Undeveloped/Unfinished]
Screen is black, rain is pouring (you can hear it). Ed is thinking to himself
Ed: I’ve had enough of her bullshit... !
Screen is still black, Ed and Roy are breathing heavily(like panting).
[Location: in a park within eyesight of their work place. It’s a multistory/skyscraper like building]
Now in Ed’s perspective (looking through his eyes), looking at the detonator in his hand [right hand], shivering. Ed looks up and sees Roy holding himself (arms wrapped himself because he’s cold), shivering, staring with a strong gaze into his eyes.
Roy: Let’s get this over with already, we don’t want this thing going off while people are around.
Ed, hesitant, attempts to activate the detonator. But before Ed can activate use the detonator his left hand grabs his right and squeezes it tightly (his conscience is overwhelmed with guilt even though he knew no one was going to die, it would still adversely affect their lives).
Ed: I...I can’t do this
Ed falls to his knees
Roy pushes Ed to the ground and tears the detonator from Ed’s hands
Roy: You dumbass! You wanted to do this, this was your plan.... fuck, and now you’re having second thoughts.
Roy: (sigh) I guess that’s why I’m here. I could always do the things you couldn’t!
Rain starts to clear.
Roy, staring at the detonator, with confidence, activates the detonator.
Nothing happens, they look around then look at each other.
Ed: What’s going on? Wasn’t it supposed to go off?
Roy: It was.... what the hell happened!?
Roy smiling/grinning at Ed
Roy: I guess all this for nothing... looks like someone doesn’t want us blowing up buildings. I guess we can sleep better at least.
Ed: (frantic) Wait, wait, wait! What are we going to do with the bombs? What if someone finds them?
Roy helps Ed off the ground, he places his hand on Ed’s shoulder
Roy: We’ll remove them next week. Let’s just cool down for now. I don’t want any crazy ideas going through my head again.
Ed: Alright...
Ed shaking his head
Ed: Fuck, I can’t believe I was just about to blow up my boss’s building.
Roy: Let’s just make sure not to do this again...
Ed and Roy start walking home and scene fades out.
[Apartment - Explosion]
A huge explosion rattles the entire neighborhood.
Ed is standing behind Roy, watching him playing a game. He’s eating cereal. When Ed hears the explosion, he’s shocked and drops his bowl of cereal.
The sounds of sirens race by.
Roy tenses up and stares at the computer screen. After a few seconds, he explodes, gets out of his chair in rage, and grabs Ed by shirt [with both hands].
Roy: DAMNITTTTTT!!! [Roars this]
Roy regains composure and lets Ed go. He walks to the nearby sofa and falls down into it, covering his head with a pillow.
Ed has a sudden realization.
Ed: If the bombs went off just now.... IT’S TEN IN THE MORNING....
Roy sits up and throws the pillow at the TV. He covers his face with his hands [maybe like Picard facepalm].
Roy: Yeah, we just killed thousands of people.
Ed goes to pick up the remote and turn on the TV. He flips through the channels. The bomb explosion is being covered by the local/nation wide news networks.
Ed is shocked. He falls down onto the sofa. [In his perspective] Ed reaches out to Roy trying to comfort him. Roy pushes him away.
The scene fades out.
[2 Weeks Later]
Screen is black. A reporter is heard on the TV. She reports that the attack two weeks ago killed thousands. Goes on to say the Department of Homeland Security has decided to ramp up security in the city.
Scene fades in on the TV
Rerporter: ...the suspects of this terrorist attack have yet to be found. Reports say...
Scene turns to see Ed and Roy laying on the sofa hungover form drinking and depressed. The reporter is somewhat muted in the background
Ed: I... I can’t do this anymore, I need to tell someone.
Roy: (angry) It’s been two weeks now and they haven’t found any suspects, don’t do anything stupid!
Reporter: ...starting this week the Department of Homeland Security has begun setting up surveillance monitors [not sure what to say yet] blah blah blah
Ed: (worried) You see that! Look at what they’re doing, look at what they’re doing because of us!
Roy throws a pillow/cushion at Ed
Roy: (annoyed) Calm down! (takes a deep breath) I’ve had enough of this, you’re giving me a headache.
Roy walks off to his room. He falls onto his bed angry and scared.
Thinking to himself.
Roy: No one’s going to suspect us, and yet that dumbass keeps saying he needs to tell someone. Why is he so goddamn weak!. (sigh) Whatever...
Roy falls asleep
[Decision]
Ed: (Narrator Voice) Things changed between us that day... I lost a brother... Roy lost (undeveloped/needs work)
Roy decides the best way to hide from his crime and atone for his sins is to work for the DHS and help protect people. He joins the DHS.
[Three years later]
The DHS has changed everyday life. Roy has assumed a high ranking position in DHS (doesn’t seem realistic, but whatever). Security has become the prime directive driving the DHS. Privacy has been erased... Trust is lost.
Confrontation between Ed and Roy.
Things happen.
Line/Theme :If the government wants it’s people to trust them, then they have to trust the people.
Roy turns reveals he was responsible for the attack 3 years ago. DHS falls apart with further insider secrets.
Roy and Ed are brothers again/ trust each again. Other things are said as well...a
